Is takbir used in praise or condemnation of people, such as saying "Allahu Akbar upon you, so-and-so"? And is takbir obligatory when the disbelievers bomb Muslims, knowing that takbir is for victory or attack, and that a calamity requires saying "Indeed we belong to Allah, and indeed to Him we shall return" and "There is no god but Allah"? And is the takbir of the Syrian people during the bombing in its proper place?

"One should inquire about 'Allahu Akbar upon you, so-and-so' in the speaker's country to understand its local connotation. When afflicted by a calamity, the first thing to do is to recite 'Indeed, we belong to Allah, and indeed to Him we will return' (Istirja'). Reciting 'Allahu Akbar' is legislated during fear, seeking protection from an enemy, in times of joy and happiness, and upon meeting someone whose sight brings delight. The Companions indeed recited 'Allahu Akbar' in situations of joy, victory, and support."
