Is it permissible for a brother-in-law's wife to go to perform 'Umrah with her husband's brother and his relatives without a mahram for her?

A woman is forbidden from traveling without a mahram, and the sister's husband is not a mahram to her. Some scholars have gone to the extent of permitting a woman to travel for 'Umrah without a mahram if she finds a trustworthy company.
