It is permissible for a woman to give a small amount in charity from her husband's wealth without his explicit permission, and this is what Ibn Qudamah preferred, citing the hadith of Aisha (may Allah be pleased with her) that the Prophet (peace and blessings be upon him) said: "If a woman spends from her house's food, without causing corruption, she will have her reward for what she spent, and her husband will have his reward for what he earned, and the storekeeper will have the like thereof. None of their rewards will decrease the reward of the others in any way." This is because her spending from her husband's wealth in a customary manner serves as a customary permission that takes the place of actual permission.
