Is it permissible for a wife to take from her husband's money without his knowledge and give it to her family when they are not in dire need?

A wife is not permitted to take from her husband’s money or to give charity from it except with his permission. However, if he falls short in providing for her maintenance, she may take what is sufficient for her, without excess. The wife’s money is her own property, and she has full discretion over it, as long as it is in accordance with Islamic law.
