Can a woman's baring of her face and hands be considered unlawful in this era?

The covering by a woman of her face and hands is a matter of disagreement among the imams of the four madhhabs. Some say it is obligatory, and some say it is recommendable, but they have all issued fatwas (religious edicts) stating the obligation of covering when there is a fear of fitna (temptation/strife) by her or upon her. The jurists of the four madhhabs agree on the obligation of a woman covering her face when there is fear of fitna and corruption of the times.
