What is the ruling on a wife secretly sending money to her mother without her husband's knowledge, and what is the ruling on a mother taking money from her father without his knowledge to buy her necessities?

It is not permissible for a wife to take her husband's money without his knowledge to give it to her mother, because the Prophet, peace and blessings be upon him, said: "The property of a Muslim person is not lawful except with his willing consent." If the money is allocated for the household and children, the wife is an agent for it, and she is not permitted to dispose of it except for what the husband has specified, except for giving a small amount in charity which is usually permitted. However, if the allowance is personal for her, she may dispose of it as she wishes, including giving from it to her mother without the husband's permission. It is permissible for a mother to take from her husband's money without his knowledge what suffices her for clothing and medical treatment according to what is customary, based on the hadith of Hind bint Utbah, without exceeding that.
