Should a repentant person pay off his debts and fulfill a marriage promise to two girls whom he had promised before repentance, knowing that he is married and desires polygyny, and that his current financial circumstances do not allow for it?

We congratulate you on your repentance, which is a great blessing that necessitates gratitude through diligently seeking beneficial knowledge, performing righteous deeds, and associating with good people. You are not obligated to fulfill your promise of marriage to the two girls, as fulfilling a promise is recommended (mustahabb) but not obligatory (wajib). If you are able to marry them, that is good. However, if you need to pay off debts and spend on your family and mother, it is better to refrain from marriage until Allah facilitates it for you. Fear Allah, be patient, and strive to lower your gaze and avoid everything that incites desire, especially since you have a wife. If the debt is due and you have the means to repay it, you are obligated to pay it and it is not permissible to delay it except with the creditors' permission.
