The answer

"It is not permissible for a Muslim to circumvent regulations to obtain benefits that are not rightfully theirs, especially in lands of disbelief, as this constitutes a violation of dignity and honorable self-restraint.

In principle, it is permissible for one who received food coupons as a ""gift"" to sell them before taking possession of the food, unlike if they were purchased.

However, selling these coupons is prohibited if the granting systems forbid it, because they are a conditional gift for the poor to consume food, and using them for purposes other than their intended one is considered a violation of the system and the condition of the donor. As for when the food itself has been taken possession of, it is permissible to dispose of it through consumption, sale, or donation."
