The fundamental principle concerning the rights of individuals is that they are based on mutual agreement; therefore, they are not forfeited by repentance alone but rather by returning them to their rightful owners or seeking their forgiveness. If a person repents with sincere repentance and is unable to return these rights, then Allah will accept his repentance and appease his adversaries on the Day of Resurrection. If he is able to return them or seek their forgiveness in this world, he is obligated to do so to complete his repentance, as Allah Almighty says: "And turn to Allah in repentance, all of you, O believers, that you might succeed," and His saying: "So fear Allah as much as you are able."
