Is it permissible, from a Shariah perspective, to file a complaint against a doctor who practices a specialty without a license or certification, performs unnecessary operations, and employs surgeons on a subcontract basis without the patients' knowledge, knowing that the complaint will cause him significant harm, and his presence represents an injustice to licensed competitors?

It is advisable for someone who is not proficient in this profession to abandon it, because practicing it without experience or certification can lead to the loss of lives, harm to bodies, and the wrongful consumption of wealth. This necessitates compensation, as Ibn Al-Qayyim mentioned. If they do not desist, the responsible authorities should be informed out of sincere advice, for the Prophet, peace and blessings be upon him, said: "Religion is sincere advice."
