Is it permissible to shorten prayers (qasr) when traveling 400 km and staying for one or two months in student dormitories?

If a person travels 400 km for work or study and stays for a month or two, he is permitted to shorten prayers only during the journey. However, during his stay, shortening prayers is not allowed, because the ruling of travel ceases with the intention of staying for four days or more.
