Is Zakat obligatory on a plot of land that was left neglected with the intention of selling it, after more than a year has passed since its ownership?

Zakat becomes due on a piece of land prepared for sale at the end of every year (hawl), if its value reaches the nisab by itself, or by what is added to it from money or trade goods. Its hawl is the hawl of the money with which it was purchased.
