What is the ruling of Islamic law regarding a father's disposal of his sick son's money allocated to him by the state, and is zakat obligatory on this money?

A father may take from his son's wealth if he is in need of it, and jurists have cited the hadith (definition): "You and your wealth belong to your father." This taking, however, is restricted by conditions, including: that it does not harm the son, that the money is not given to another child, and that the father is in need of the money. As for zakat (definition) on wealth, zakat is obligatory on the wealth of a minor and a mentally incapacitated person according to the majority of scholars. Therefore, any surplus of your brother's wealth that has remained for a full year (hawl) obligates the father to pay zakat on it.
