What is the ruling of Islamic law regarding dealing with a brother who abuses drugs, given the mother's opposition to hitting him?

The fatwa advised to continue counseling the brother addicted to drugs, preventing him from associating with bad company, and supplicating for his guidance. As for physical discipline, there is no harm in it if it comes from parents with the intention of discipline, not vengeance. However, a brother hitting his brother is generally forbidden, unless it is certain that the beating will deter him, but usually, it only makes matters worse.
