It is permissible for the mosque administrator to prevent someone who causes harm and distorts the image of Islam and Muslims from entering the mosque, especially if their problems could lead to the mosque's closure and deprive Muslims of praying therein. Preserving the mosque's accessibility for all Muslims takes precedence over allowing such individuals to pray in it, just as the Prophet, peace be upon him, prevented those who had eaten garlic and onions from entering the mosque due to their offensive odor, and these individuals pose a greater harm. It is advisable, before preventing them, to offer them gentle and wise counsel.
