"We have previously discussed prohibited and non-prohibited bribery. If you were not qualified for the license when you obtained it, or if you caused harm to others, such as delaying them, then this is prohibited bribery, and you must repent and seek forgiveness. You are not required to obtain a new license if you are now qualified; repentance is sufficient for you."
