Scholars agree that the obligation of circumcision falls away from one who is born circumcised. They differ, however, on its desirability, holding two opinions: The first, which is the more preponderant, is that it is not desirable to pass a razor over him. Circumcision was legislated to remove the foreskin, in which impurities become trapped. If he is born without a foreskin, then the intended purpose has been achieved. As for the second opinion, it holds that it is desirable for the sake of compliance, analogizing it to shaving the head in Hajj for one who has no hair on his head. However, this analogy is not sound because passing a razor over the place of circumcision necessitates uncovering the 'awrah (private parts).
