What is the obligatory Zakat on a property built for residential purposes, whose owner then intended to complete its construction to sell it as apartments?

If the property is sold and its price is received in a Hijri year, and the amount reaches the nisab or more, then its zakat is one-quarter of one-tenth (2.5%). This is not considered a trade asset as long as the initial intention was for personal use. Some jurists are of the opinion that if you intend to sell it, you should assess its value each year from the intention of sale and pay one-quarter of one-tenth of its value. However, the first opinion is the one considered mufta bihi (the one acted upon for issuing fatwas).
