Is zakat obligatory for one who sells a plot of land with the intention of replacing it with another to build a house?

There is no Zakat due on someone who, during the year, purchases something that reduces their wealth below the Nisab. However, if they purchase something that does not reduce their wealth below the Nisab, then they must pay Zakat on what they possess when the Hijri year is completed.
