What is the Shar'i ruling regarding the white, viscous discharge that is released repeatedly and involuntarily during prayer, reading the Qur'an, or while commuting, and what should be done about it?

Anyone suffering from continuous seminal, prostatic, or urethral discharges (sals al-madhi, al-mani, or al-wadi) must perform ablution (wudu’) for each prayer after its time has begun. With this ablution, they can pray the obligatory (fard) and supererogatory (nawafil) prayers, and touch the Qur’an until the time for the next prayer begins, unless their ablution is invalidated by another factor. They must also take precautions by placing a tissue or similar item to prevent the spread of impurity. If this is not possible, they must sprinkle water on the garment that has been affected by the impurity. The fast of a person afflicted with continuous discharge is valid, and they are not required to perform a full ritual bath (ghusl).
