What is the ruling on saying "Allah is One" when counting, and saying "Seize him and shackle him" with the intention of not rushing?

The practice of saying "Allah is One" when counting is a good deed to praise Allah. As for the phrase "Take him and shackle him" to delay someone, we have not heard of it, and it should be avoided due to its harshness and repulsive nature. It should be replaced with "Do not rush" or "Do not be hasty," because "Take him and shackle him" is a command from Allah to the angels to cast the disbelievers into the Fire.
