The signs of puberty are what establish it. Among these is the growth of coarse hair around the pubic area, which requires shaving with a razor. As for fine, soft hair, it is not considered a sign of puberty. Likewise, the growth of armpit hair is not among the signs of puberty. If the hair is soft, it is not considered a sign of puberty.
