Is it permissible for sick non-Muslims to benefit from the funds of a healthcare endowment (waqf) for treatment?

If the endower stipulates that only poor Muslims may benefit from his endowment, then this condition must be adhered to. However, if the endower does not specify, then poor Dhimmis (non-Muslims living under Muslim rule) may benefit from it, because giving charity to them is considered an act of devotion.
