Is it permissible for a needy person to give charity (sadaqah) and zakat to himself?

If a person is eligible to receive zakat, there is no impediment to combining for him both zakat and voluntary charity (sadaqah). Zakat is given to those who are eligible for it. As for voluntary charity, it is permissible to give it to both the poor and the rich.
