Is it possible to answer my question about Sadaqah, not Zakat, without referring to previous fatwas?

It is permissible to give voluntary charity (sadaqat al-tatawwu') to a wealthy orphan, but obligatory zakat is not permissible for him. Voluntary charity is permissible for the wealthy without dispute, and it is considered a gift. However, the needy are more deserving, and it is commendable for the wealthy to refrain from seeking it.
