Usurious interest must be disposed of by spending it on the welfare of Muslims or by giving it to the poor and needy. If the person who borrowed from a usurious bank has repented and shown signs of sincere repentance, and is poor and in need, then there is no harm in giving him those interests. It is not permissible to deposit money in a usurious bank because it is an aid to sin, unless one cannot find an Islamic bank to keep his money. In such a case, it is permissible for him to open a current account in a usurious bank to the extent of his need and dispose of the interest generated from it.
