Commercial insurance is fundamentally prohibited, yet it is permissible in cases of necessity, especially for Muslims in the West where no Sharia-compliant alternative exists. The European Council for Fatwa and Research issues fatwas permitting it in cases of legal obligation, such as third-party liability insurance and compulsory health insurance, as well as in cases of dire need to avert hardship and difficulty, like insuring Islamic institutions, cars, homes, or health insurance to avoid exorbitant costs. Accordingly, there is no blame on the student for subscribing to it if it is compulsory or if the cost of treatment is prohibitive.
