The ruling depends on the nature of the agreement between the importer and the bank. If the bank's role is to pay the price on behalf of the importer, with the understanding that it will collect it back with a specified profit, then this is an explicit usurious loan. It is not permissible to assist the bank by creating the necessary software for it, due to the Almighty's saying: "And do not cooperate in sin and aggression." However, if the bank is the first buyer and then the seller to the importer, and the transaction between them is a sale and purchase, then there is no objection to that, and it is permissible then to create the software for it.
