The construction of the grave has been previously explained in Fatwa no. 48404. As for mounding it, it is a Sunnah, based on the hadith narrated by Al-Bukhari from Sufyan At-Tammar: "I saw the grave of the Prophet (peace be upon him) mounded." Mounding it is better than leveling it according to Malik and Abu Hanifa.
