What is the ruling regarding excess money that the seller returns with the change: Must it be returned, or is it permissible to remain silent about it?

You are not permitted to remain silent about receiving more than your due, even if the seller made a mistake in calculation. Rather, you must return the excess, because Allah is aware of you and will hold you accountable for it.
