Is it permissible to hold a prize draw to attract the largest number of visitors to a new website?

Some scholars permit drawing for prizes if there is no cost to the participants. Sheikh Ibn Uthaymeen clarifies that the criterion is that the one offering the prize should not increase the price because of it, and the buyer should not purchase the commodity solely for the prize. Rather, the buyer must have a genuine purpose in making the purchase.
