The father is responsible for his daughter, and he must accustom her to the hijab from a young age. If she grows up and does not adhere to it, he should advise her with kindness. If she insists on not wearing it, he should prevent her from going out without a hijab and compel her to wear it by force. As for the brother, he should limit himself to advising her as long as the father is alive. If the father or grandfather is not present, then the brother must compel his sister to fulfill her obligations and restrain her from forbidden acts. Both the father and the brother are responsible for their negligence towards their daughter or sister.
