Is it permissible to pay a bill that includes usury to someone of whom you do not know whether he is compelled to usury due to his poverty or his wealth, especially since the bill offers the option of paying with usury or a single payment?

It is well-known that usury (riba) is forbidden by the Qur'an, the Sunnah, and the consensus of the Ummah. Assisting in it, by any means, is considered a forbidden act. Therefore, it is not permissible to help a person pay their usurious bill unless it is confirmed that they are compelled to engage in usury.
