What is the ruling on a husband taking his wife back without divorce and with the intention of repelling obsessive thoughts? And is it valid to adopt the view of Sheikh Ibn Uthaymeen that the condition for taking a wife back ( رجعة ) is divorce?

The previous fatwa stated that the divorce did not occur, and that the wife remains under marital bond, hence there is no need for reconciliation (raj’ah). What you did by attempting reconciliation is neither sinful nor has it any effect; it stems from the influence of the waswas (obsessive whisperings) that you are suffering from. It is advised to disregard these waswas and not pay attention to them, because pursuing them leads to their entrenchment and dominance.
