Does frequent loss of mind, memory impairment, forgetfulness, and constant impurity exempt a Muslim from prayer and other religious duties?

If the loss of intellect means forgetfulness, then this does not negate legal rulings. However, if what is meant is a mental weakness that prevents the comprehension of rulings, then this refers to the imbecile, and their ruling has been previously explained.
