The answer

It is prescribed for whoever hears the Adhan to repeat after the Muezzin, except during the "Hayya alas-Salah" (Hasten to the prayer) and "Hayya alal-Falah" (Hasten to success), when one should say: "La hawla wa la quwwata illa billah" (There is no might or power except with Allah). As for the Muezzin, the preponderant opinion is that he does not repeat after himself, because the saying of the Prophet, peace and blessings be upon him: "When you hear the Muezzin," implies a distinction between the listener and the Muezzin. The Muezzin hears himself and has no need to say what he is already saying.
