Decorating party halls with what is permissible, for those who use them for permissible purposes, or for those whose intentions are unknown, is not objectionable. However, if it is known that someone intends to use the hall for a forbidden act, then it is not permissible to cooperate with them. Furthermore, directing party organizers to singers and musicians is prohibited because it constitutes aiding in sin and transgression, as Allah Almighty says: "And do not cooperate in sin and aggression. And fear Allah; indeed, Allah is severe in penalty." It is advisable to seek another permissible occupation free from doubts, due to the prevalence of forbidden acts in parties.
