What is recited in the third and fourth rak'ahs of a four-rak'ah prayer, is it tasbeeh or just Al-Fatihah, and what is the evidence for each opinion?

The Sunnah is to recite Surat Al-Fatihah in the last two rak'ahs of Dhuhr and Asr, and in the third rak'ah of Maghrib. There is no statement from scholars permitting the recitation of Tasbeeh after Al-Fatihah in the aforementioned rak'ahs. Perhaps what is meant is that if one is unable to recite Al-Fatihah, it is permissible for him to recite Tasbeeh, and this is what some jurists have mentioned regarding one who is unable to recite Al-Fatihah.
