What is the ruling on a widow, whose parents have passed away, marrying a man who is already married and has two children, if the marriage will take place without the knowledge of the wife's family (such as her brothers and her deceased husband's family), for fear of problems and concern that it might spoil her brother's marriage?

Children should strive to help their mother marry if she wishes to do so. It is wrong for the former husband's family or the mother herself to stand as an obstacle in her path. If the marriage is with the permission of her guardian and in the presence of two witnesses (other than the officiant), it is a valid marriage and does not fall under the category of secret marriages, which are forbidden by Islamic law according to the majority of jurists. A son can be the guardian for his mother's marriage if no one more entitled is available. The two witnesses for the marriage must be adult males; the testimony of a woman or a minor is not valid. If a woman marries and the family of her former husband divorces their daughter from her brother because of this, then this is foolishness and imprudence, because her marriage is not a crime that warrants punishing others who have no connection to it.
