What is the ruling on my saying: "Allah suffices me against this state and its bad systems," and is there any accountability upon me, knowing that my intention was the administrative systems, not the religious ones?

What was mentioned is not a revilement of the religion, and conceiving it as such is a whisper from Satan (waswasa) that must be struggled against. Nothing is binding upon the questioner, whether it was a thought (حديث نفس) or uttered.
