Is it considered wrong to violate commitments made to university housing management due to the failure of housing officials and students to adhere to the system themselves?

One must fulfill the conditions for admission to student housing, in accordance with the general meaning of Allah Almighty's saying: "O you who have believed, fulfill [all] contracts," and the Prophet Muhammad's (peace be upon him) saying: "Muslims are bound by their conditions." It is not permissible for you to imitate the non-compliance of some students, for responsibility is individual. Administrative orders not stipulated in the contract are not binding except on a voluntary basis.
