Does the saying of Omar ibn al-Khattab (may Allah be pleased with him): "Teach your children archery, swimming, and horseback riding" include both males and females, and is it permissible for females to ride horses?

There is no objection to a woman riding a horse, so long as she is modestly dressed, adheres to the legal , and avoids intermingling with foreign men.
