Are there any prophetic proofs regarding the existence of an angel entrusted with rain, and what does Imam al-Qahtani mean by thunder and lightning in his "Nuniyyah"?

What Al-Qahtani mentioned about lightning being a flame used to drive the clouds, and that there is an angel appointed over rain, has been affirmed by authentic Sunnah. It is narrated in the Hadith that thunder is an angel appointed over the clouds, with fiery whips that he uses to drive the clouds wherever Allah wills, and his voice is his driving of the clouds. A Muslim believes in everything that has come from Allah Almighty and everything that has been authenticated from His Messenger, peace and blessings be upon him. It has also been reported that rain is weighed by measure, as narrated by Ibn Jarir from Ali ibn Abi Talib. As for an angel descending with every drop of rain, no marfu' hadith has been reported regarding this, even though some books of Tafsir mention it from Ibn Abbas.
