Is it permissible to give zakat to a blind mother whose income from renting out her dwelling is insufficient for her needs?

The financial support of a poor mother is obligatory upon her capable children. If they fall short, or if there is no one obligated to support her, or if they refuse to provide for her and she cannot obtain her right, it is permissible to give her Zakat if she lacks what suffices her basic needs. It is permissible to give Zakat in monthly installments before the completion of the year, and it is not necessary to inform her that it is Zakat unless she would not accept it otherwise. It is not permissible for a wife to give Zakat from her wealth to her mother because her mother's financial support is obligatory upon her, unless the wife is unable to provide for her.
