What is the ruling on a man putting his hand in front of someone's face without intending to insult them?

Extending one's legs towards an permissible person is allowed if it does not cause harm, but some scholars consider it a breach of muru’ah (chivalry/propriety). Therefore, it is advised to avoid it unless the person is excused, as mentioned by Ibn Qudamah and Ibn Uthaymeen. However, if the seated person is bothered by this act, then it is not permissible.
