It is not permissible to circumambulate (perform Tawaf) on the roof of the Masaa (the place for Sa'i between Safa and Marwah) because it is outside the boundaries of the Grand Mosque (Masjid al-Haram). The condition for Tawaf is that it must be performed around the Ancient House (the Kaaba). However, in cases of extreme overcrowding and the absence of space for Tawaf inside the Mosque, it is permissible to perform Tawaf on the roof of the Mosque, with the obligation to seize the opportunity to enter the Mosque as soon as space becomes available.
