Is the daily noise from blacksmithing considered a harm to the neighbor, and am I entitled to ask the landlord not to renew the current tenant's lease due to this harm?

Islamic law commands kindness to neighbors and forbids harming them. Indeed, Gabriel enjoined upon the Prophet such care for the neighbor that he thought he would make him an heir. And he who does not secure his neighbor from his harms shall not enter Paradise. Safeguarding the neighbor is a mark of perfect faith, achieved by showing kindness to him and refraining from harming him. If the blacksmith's work results in excessive noise, then it is a harm to the neighbors, and he must beware of that. It is the right of the questioner to admonish his relative and ask him not to renew the blacksmith's lease contract.
