Is there a relationship between the fulfillment of a vision and a person's sins?

True visions are closer to realization the more righteous a person becomes. The visions of prophets are all true, and the visions of the righteous are mostly true. A disbeliever or a wicked person may sometimes have a true vision, as happened to Joseph, peace be upon him, with the king and his two fellow prisoners. The vision of a righteous believer is what is considered a part of prophecy, whereas the vision of a disbeliever or a wicked person is not usually considered so, even if it sometimes proves true. This is indicated by the Prophet's saying, peace and blessings be upon him: "The truest of them in vision are the truest of them in speech."
