Is zakat obligatory on a deceased person's one-third of their wealth designated for charitable acts?

If a deceased person bequeaths one-third of their wealth for charitable purposes, then Zakat is not obligatory on it, because it is not owned by a specific individual. It is, therefore, similar to the funds of charitable organizations, on which Zakat is not obligatory.
