What is meant by the noble verse, "Have you seen he who forbids a servant when he prays," and what is the evidence for it?

The one intended in the noble verse is Abu Jahl; Al-Tabari mentioned that it was revealed concerning him after he forbade the Prophet, peace and blessings be upon him, from praying, and threatened to step on his neck if he saw him praying.
